The course offers an introduction to the concept of civil-military cooperation. Beginning with a discussion of how the military’s role has changed in the 21st century compared to the past, the course explores how the armed forces are deployed as an instrument of global peace and security. Based on lessons learned from operations in Iraq, Afghanistan, and Vietnam, the CIMIC doctrine was formalized as a response to the challenges posed by interaction with local populations. The course illustrates how CIMIC represents one of the non-kinetic tools available to military commanders, alongside information operations, psychological units, and military diplomacy. It also highlights how this doctrine is recognized by NATO and the European Union.

The course is organized into 12 modules that explore the topic of Civil-Military Cooperation from various perspectives, with in-depth analysis and practical examples. The lessons are divided as follows:

Risultati Attesi:

Upon completion of the course, students will be able to: 

Knowledge and Understanding

  • Understand the basic principles of the range of activities that fall under the definition of CIMIC (civil-military cooperation).
  • Understand the main CIMIC initiatives of the 20th and 21st centuries.
  • Understand the techniques for applying CIMIC doctrines in operational contexts.

Applying Knowledge and Understanding

  • Apply the win-win technique in negotiations in sensitive contexts.
  • Analyze examples of CIMIC activities and distinguish them from non-CIMIC activities.
  • Apply CIMIC principles in everyday contexts.

Independent Judgment

  • Analyze the composition of a tactical support team.
  • Critical evaluation of areas of responsibility (AOR).

Communication skills

  • Communicate effectively with the local population.
  • Discuss the strengths and weaknesses of the various CIMIC doctrines developed throughout the 20th and 21st centuries.

Learning ability

  • Develop autonomy in finding ad-hoc solutions to address the social and economic issues of the operational environment

Each module contains several lessons, consisting of videos, written texts, scientific articles, self-grading quizzes, and links to external digital resources.
